Donghwa Telecom (Hong Kong), a Wholly-Owned Subsidiary of Chunghwa Telecom (Taiwan), TCC Technology (Thailand), NeocomISP (Cambodia), and Vietnam Telecom International (Vietnam) Announced the Official Launch of 1st THAILAND-CAMBODIA-VIETNAM-HONG KONG FIBRE HIGHWAY

March 27, 2012 – Bangkok, Thailand – Donghwa Telecom, a Wholly-Owned Subsidiary of Chunghwa Telecom (Taiwan), TCC Technology (TCCT), NeocomISP (NTC), and Vietnam Telecom International (VTI) announced the Thailand – Cambodia-Vietnam-Hong Kong Backbone Partnership which has already been launched. The purpose of this collaboration is to accomplish an alternate protected direct fibre path with shortest distance among Thailand, Cambodia, Vietnam, and Hong Kong. The partnership brings a Single Network Management System riding on a Single Equipment Platform and International Internet Gateway (IGG) facilities catered for the huge on-going internet Bandwidth demand up to multiple 10 GB from Thailand, Cambodia to Central and North Asia and to North America. This will be a long term fibre highway partnership commitment staring from 2012 onward.

This new phase of collaboration creates the 1st Protected Fibre Terrestrial Backbone connecting Thailand, Cambodia, Vietnam, and Hong Kong’s Local Exchanges on top with members’ data centers. This indicates that at the moment customers by lower latency with diversified and protected fibre paths linking Thailand, Cambodia, Vietnam, and Hong Kong’s (via submarine cable) Local Exchanges or National Internet Exchanges (NIXs). The new fibre backbone will enhance value to the high speed Internet bandwidth demand and Cloud Computing applications to the Mekong Region.

This fibre optic backbone can serve the high speed and consistent connection demand with Ring Architecture. The Ring Architecture creates redundancy system which creates a back-up route. When there is data loss, the system will automatically switch the data transmission route to the other side of the Ring. This backbone supplies the four countries with multiple 10GB connections providing for high speed internet while cutting latency approximately in half, between Thailand and Hong Kong/USA (the time of data transmission from Thailand to Hong Kong is at the average of 40 millisecond Round-Trip Delay). Chunghwa Telecom, Vietnam Telecom International, TCC Technology, and NeocomISP have jointly agreed to extend this fiber highway to neighboring countries, and eventually to all ASEAN Nations in the collaborated effort to enhance and propagate Cloud Computing throughout the region.

The partnership aggregates the synergy among TCC Technology (TCCT), a Carrier Neutral Data Center Service Provider in Thailand, Donghwa Telecom,a Tier 1 Well-Establish International Carrier and IP Gateway Provider,,NeocomISP, a leading Fibre Network and International Services Provider in Cambodia, Vietnam’s incumbent Fixed Network and International Telecom Services Provider, enabling them to provide a Turnkey, One-Stop-Shopping of International Transmission, International Internet Gateway (IIG), and Data Center Solutions to accommodate with customers desired requirements.

“Donghwa Telecom, NeocomISP, VTI, and TCCT are making theimportant collaboration in the region. It will be very beneficial to customers including mobile operators who require Alternate Redundant path to overseas, enterprises which require cost effective services, and international carriers who require one-stop solution from world-class data centers. As a Leading Carrier Neutral Data Center Service Provider in Thailand, we provide support to this backbone and this synergy will enhance the potential of our premium data centers in Bangkok, Cambodia, and Vietnam. Being a carrier “Neutral” data center service provider, we are ready to support customers especially every telco. I believe we can help businesses grow together.”, added Mr. Kosit with delight.

“All the four partners shared a simple and common objective in establishing the partnership, i.e. providing cost-effective services with quality above the market standard to offer Alternate Choice of Fibre Backbone in Mekong Region. We are providing the 1st fibre route across these countries/regions with Single DWDM Network Platform with the main Network Management Centre locate in Hong Kong and operating by the staff of Donghwa/Chunghwa in 24 x 7 x 365. The Partnership planned to extend to other MeKong Sub-region and ASEAN countriesin the future as well”., said Mr. Edwin Ying-Ming Wu, General Manager, Donghwa Telecom.

“Because of the collaboration among our partners, we have been able to develop a high capacity fiber network across the four countries of Thailand, Cambodia, Vietnam, and Hong Kong. I would like to thank our partners for the opportunity to participate in this Market Fusion, which will allow customers, particularly in Asia, to connect to the National Internet Exchanges (NIX’s) or Local Exchanges of these four countries. This is the most effective connectivity in Asia, and we plan to extend it to other ASEAN Nations in the future” said Kelvin Kwok, Chief Operation Officer, NeocomISP Limited Cambodia.

“Vietnam Telecom International, Donghwa Telecom, TCC Technology and NeocomISP were determined to develop regional backbone highway connected to each country’s Local Exchange from Bangkok further to Eastern part of Thailand via Cambodia, Vietnam to Hong Kong and can be connected to further regions such as Europe and North America. This fibre highway can reduce the distance from these locations and provide high speed connection services to customers.”, spoke Mr. Ho Cong Lam – Deputy Managing Director of Vietnam Telecom International (VTI).
